Sir,
With reference to your letter of the 19th ultimo, No 7749/16, transmitting copies of telegrams from the Governor of Hong Kong respecting shipments of cocoanut oil to the United States of America, I am instructed by the Director of the War Trade Department to state for the information of Mr. Secretary Bonar Law that this Department has no objection to the consignments provided the consignees furnish guarantees that the goods or products thereof will not be re-exported.
I am to add that if such guarantees are forthcoming it will not be necessary to consign the oil to one of H.M. Consul General.
